ASEAN member states have agreed on streamlined cross-border trade procedures for 2026, including harmonised customs documentation and reduced inspection times at key border crossings.
ASEAN member states have reached agreement on a new package of trade facilitation measures for 2026, building on the ASEAN Single Window initiative and the ASEAN Trade in Goods Agreement (ATIGA). These changes have significant implications for businesses engaged in cross-border trade within the region.
The package includes several important improvements to cross-border trade procedures:
1. Harmonised Customs Documentation A new standardised ASEAN Customs Declaration Form will replace the varying national forms currently used at key border crossings. This will reduce the administrative burden for traders operating across multiple ASEAN markets.
2. Reduced Physical Inspection Rates Member states have agreed to reduce physical inspection rates for low-risk traders to a maximum of 5% of shipments, down from the current average of 15–20%. Traders can qualify for low-risk status through the ASEAN Authorised Economic Operator (AEO) mutual recognition programme.
3. Extended Operating Hours Key border crossings including the Myanmar-Thailand Myawaddy/Mae Sot crossing and the Myanmar-China Muse/Ruili crossing will extend operating hours to 18 hours per day, seven days a week, from the current 12-hour weekday schedule.
4. Digital Pre-Clearance A new digital pre-clearance system will allow traders to submit customs declarations up to 48 hours before arrival at the border, enabling faster processing and reduced dwell times.
For Myanmar businesses engaged in cross-border trade with Thailand, China, and other ASEAN partners, these measures represent a meaningful improvement in the efficiency and predictability of cross-border logistics.
